Both the house and senate passed the bill, so I don't see it needing a petition.

Besides, if bush did veto it, do you really think a petition would help?

Millions signed a petition and marched in DC to support the childrens health bill - it still got vetoed.

Same goes for the war.

Petitions as well as the people are ignored by the bush administration.
