Yep, I believe that all top tier languages are 18 month courses, the lower tier languages start at 6 months (I think).

When I was learning Pashto, I read that it was something like an extra 300-1000 dollars a month for scoring just a 2. Err. To put that into perspective, I scored just underneath a 2 from only 3 months of studying the language when I went to school for it, so his proficientcy after he's done with the school would obviously be much higher. Unfortunately he would only get that pay for additional languages.
