How about not fake? Not usable as a bludgeoning device? Not a source of back pain? They all capture aspects of the idea but not as much as the vulgar expression.

Should have clarified - the expression is a bit vulgar but the sentiment is what I take issue with.
I always think it depends on the person in question as to how attractive large or small breasts are.
