Eh that is too general of a statement, for example Heather Ledger(Austrailia) is not from the United States, yet I highly doubt you would consider him underappreciated. Star Trek fans will never under appreciate Marina Sirtis(UK), Patrick Stewart(UK), or LeVar Burton (Germany), and thats just naming a few foreign Star Trek actors. Choose your words carefully.

Rupert Graves and Timothy Dalton are the first to spring to my mind, although I'm not entirely sure if they are underappreciated. There are several really good females too that I've seen in recent things but I don't know their names.

You know I never knew before today that Marty Feldman's eyes were permanently that way. If you don't know who Marty Feldman is he is the guy who plays igor in Young Frankenstein, those are his real eyes, not some fake comedy eyes.

Paul Bettany!!

Paul Bettany is the most underappreciated!!!!
I am obsessed with this guy because he's so awesome ;D
For the LONGEST time I knew him only as "that guy" who'd been in literally ALL of my favorite movies.
And if I say "Paul Bettany is my favorite actor" most people say "who"?
He was Silas in the DaVinci Code, played supporting roles also in Batman, Master and Commander, IronMan, A Knight's Tale (my favorite movie <3) and many, many more.

Ellen Page, in my opinion, is a bit underappreciated. And what about Joseph Gordon-Levitt? Another underappreciated good actor, in my opinion.
