Actually it doesn't . Shaving cuts the hair off at an angle, making the end of the hair shaft appear wider and therefore more visible. This makes the hair seem darker to the eye, and gives the illusion of it growing back thicker. It isn't, you have the same amount of hair you started with.
Waxing pulls out the hair by it's root, so when it grows back, there is a nice fine point to the hair shaft , like you see in hair commercial "science parts " (about smoothing hair and all that bollocks) and so the hair does not appear nearly as thick as it would if shaven.

I like to shave my legs and underarms. It feels smooth and lovely. But I will never shave down there again. I have a few times, it's always painful. I do it right, my hair just grows in funky if it's shaved. I'm sparse anyway, so I don't need to.
I'm naturally blondish, and I don't have much body hair. The only place I get leg hair is on the bottom half of my shins, and it's a light brown. It's soft, too. I'd like to have laser hair removal on my underarms and my shins - the legs would cost me less since I'd only have about, oh, 66 square inches to get zapped.
I like my man to be hairy. He has the best facial hair in the world. His beard looks good shaved in nearly any style. He's got a good amount of body hair, but he doesn't look like a wolf or anything. Perfect to me. He likes to shave his chest, but I don't want him to.

I like to keep a brazillian wax, but my current boy is weirded out by a lack of public hair (he thinks it looks prepubescent) and as for male body hair, i don't like it, except for pubic hair... I need the pubic hair, because as much as I like em' young and pretty, I'm not chasing little boys, and I don't want it to look like I am down there (even if it's big I still feel dirty if a guy is bald)

I am glad I decided to STOP shaving my legs and underarms..
My legs are now covered in a sparse, fine, blonde (invisible) fuzz.. it feels similar to shaving stubble if you go up, and down, is feels freshly shaved.
My underarms now have very tiny dark blonde curls.. very fine as well, and invisible unless you are looking carefully.
It's SO much more comfortable.
