A fashion challenge for the eccentric.
Keep hair neat, clean and well groomed. Hair above the ears and around the neck shall be tapered from the lower natural hairline upwards at least 3/4 inch and outward not greater than 3/4 inch to blend with hairstyle. Hair on the back of the neck must not touch the collar. Hair shall be no longer than four inches and may not touch the ears, collar, extend below eyebrows when headgear is removed, show under front edge of headgear, or interfere with properly wearing military headgear.
The bulk of the hair shall not exceed approximately two inches. Bulk is defined as the distance that the mass of hair protrudes from the scalp.
Ok, this is what you have to work with. In uniform, it's easy to deal with this and make it presentable.
What I'm thinking is how can one style their hair as a civilian with this kind of hair cut that would still be adaptable to a more... eccentric nature?
I want to be able to look like me and not a jarhead while I'm spending the majority of my time as a civilian and not a Navy war fighter.
What can I do with it?

Yep. That's essentially what I was thinking too.
Pretty much bic the sides to the scalp and make it into a ridiculous exaggeration of a high and tight, only to spike it and stand it up into a mohawk of sorts.

If I were in that situation, I would go with a mohawk. I like mohawks.

Mohawk would be cliche. Keep the hair on top of your head, and shave the sides and back off.

Ah, I can explain it now.
The hairstyle I HAVE to have in uniform is called a crewcut. I find it is generally repressive as fuck, but hey... maybe I can get some hair falls and or hair extensions.
Anyone know how hard it would be to get some hair falls or extensions put in a crew cut if the hair on top is about 3 inches long?

Three inches of hair is enough for a weave and extensions. If you get that, be gentle with it.

Hats are always a good part of an ensemble as well.
Also, what about head decoration? Different coloured sprays, temporary tattoos - like henna decorations - etc., could create a very artistic and interesting "going out" look?

Actually if you cut your hair like how maggot suggested, attaching falls would look rad. Especially the ones from that link I posted for you previously.
