What the heck does this billboard mean?

This has to be one of the most ambiguous political billboards I have ever seen. This isnt the first billboards to say that phrase, but the other one I saw doesnt have a picture of George Bush and Bill Clinton on it, which makes you wonder what exactly they're trying to say.

People who still have Bush/Cheney bumper stickers crack me up. I usually pass them on the freeway, and get in front of them to let them read mine. I get flicked off a lot.

I still don't know what this thing is and I see it everywhere. Please explain.
