Isn't there a protection? It's known and advised by pretty much every childcare agency that splitting up twins, especially at an advanced age like that, is a very bad idea! As if their mother dying was not enough, splitting them up like that will damage them further.
I offer condolences, as best I can- I'm all too familiar with losing relatives and loved ones.
