I actually don't see this as making a difference in the spread of AIDS, to be honest. If you're prone to be monogamous, you'll be monogamous, whether you're allowed to marry, or not. And if you're prone to be promiscuous, you'll still screw anything that moves, no matter what vows you've taken.
