And we know that is normality, a nigh-100 percent chance of occurance under the right conditions, from the laws. Untrue. There are plenty of reasons somebody could find. Plans for expansion, for instance.
Also, one cannot really waste limitless power, so calling it wasteful doens't really apply in a deific sense.
