Maybe you should make more aggressive moves towards him? Depending on how young he is, he may be a jerk because he is inexperienced with interacting with girls and doesn't know what to do.
Girls should be more in the driver's seat during the teen years, some guys don't have a freakin' clue about the romantic "signals" girls send at that age. Completely oblivious. Good luck to you and your heart.
