There's a Hot Topic in Canada? I've never seen one. The only gothic-type clothing store I've seen is Trivium.
I usually have to just drool over 150$ dresses in Trivium, and wish I could find a similar fabric in a fabric store. Also, Trivium has some pretty dumb clothes sometimes.
My favourite, favourite places to shop for clothes, though, are second-hand stores and fabric stores. The former type is cheap, and the latter type allows you more freedom with making/modifying clothes. And you can find some pretty damn cool stuff at second hand stores.
As for other shopping, I like Sugar Mountain, Bulk Barn, *thinks* what other stores do I frequent?
Sometimes Ardene and Claire's have some cool stuff. I found a leather collar with a fabulously brilliant-intense blue chain on it at Claire's, so I pulled the chain off (I wanted a PLAIN leather collar) and made the chain into a bracelet. Ardene has black flower hair clips, and some other cool things. I got a pair of zebra-striped slippers there. The bottoms started to wear off, so I duct-taped the holes up. Ardene constantly sells things for 1/2 off, 2 for 10$, 3 for 10$, etc. It can be difficult, though, when you've picked something that's 12$ regular priced, but is 3 for 10$, and there's nothing else that's 3 for 10$ that you want.
