You'd think so. It'd be great if it wasn't such a big deal. If there is a war, I doubt it'd be traditional.
My guess is that they'd probably be Russian funded cells of combatants posing as criminals in Kosovo. Not your run of the mill suicide bombers, but an intelligent, free agent, war fighter who's only purpose would be to sew discord. They could pose as a factious movement to garner support from the people to be more communist. A simple move to engineer a social action.
