A felony? For staring at a child?

Now, I don't spend my time staring at children, considering many other things (such as, for example, getting my teeth drilled) to be much more entertaining, but exactly how would one enforce this?

How long is a stare? One minute? Ten minutes? How can they tell how long you've been staring?

Sheesh. Every day, sitting in my room by myself seems like both the safer and more sane option.
