The issue boils back to the fact that (from many points of view) the main reason to legally bar responsible adults from owning firearms is because it makes it much easier to make them do what you (as the government) want. That's the whole point of the 3nd Amendment; it's basically there to make sure that the population does not get into this sort of predicament (even more important when you talk about a country that formed through armed revolt and international war).
