No it isn't. Chiropractic school is much the same as med school, and has essentially the same requirements for admission, it just has less of a focus on pharmacology and more focus on the skeletal system. In order to get a license to practice you must pass the board exams, much like any other medical professional. This isn't to say that a chiropractor should or ever could be your PCP but to say that they practice alternative medicine is far from accurate.
