Not really, France has a similar policy, and it does lead to discrimination against foreigners, primarily Arabs. I read a study in anthropology (social) about Italian birth rates, and how they equate many children (like, more than two) with dirty, slutty foreigners o.O And now the dirty slutty foreigners are going to outnumber us, oh no!
I saw that on American news too, people panicking about how Hispanics will outnumber the white people in like fifty years, so we gotta start procreating.
I should say that i understand you're talking about preserving culture, which is a fair point too, but there's better ways.
