I like this question, and shall ponder on it today
But my first impression would be that it'd have to be a mix of both. I mean, someone could be born with all the right characteristics to be a 'Goth' but if they never explore that side of themselves, then they're hardly going to magically become a Goth. On the other hand, there are some people who, no matter how hard they tried, could never be a Goth, just because their personality is just too different. Well hopefully I shall have some thing more to say on this by the end of the day. And for the moment I shall abstain from voting
