Need makeup advice

So I am a guy, and I am trying to achieve a white face look for the first time, using Manic Panic cream foundation.

So I've never used makeup before, so I'm no expert. The only experience I have with makeup is either applying eyeliner or makeup I found at the Halloween store.

Do I need both a foundation AND a concealer? Or can I just use a foundation alone? I do not really know the purposes of either.
