I stay out of the sun as much as possible. I wear long sleeves and SPF 70 (yes, it exists, it's about $10 for a small bottle).
I live in Florida wear it's always hot and sunny, so those who complain about it being too hot to go outside in black opaque stockings and long sleeve shirts, just quit. It can be done. :/
I stay inside as much as possible as well. And since I have light sensitive eyes my parents installed a light fixture in my room that doesn't permit that much light. I also have a blackout curtain on my window.
I am naturally a light tan colour, but staying inside and doing all of this for the last 6 years (yes, since I was 12) I am now rather pale. I have a great complexion (knock on wood).
I do not burn, I tan. People think I stay out of the sun because I burn, but it's quite the opposite.
I do not use any skin whiteners. I just scrub until my skin turns light pink, meaning all of the dead skin cells that make me appear darker are removed.
My legs are so white people think I put white make up on them.
I hate how pictures taken in yellow lighting make me appear so golden toned though. D:
So the lesson here is:
Wear clothes that cover your skin.
Apply as very high SPF sunscreen that protects against both UVA and UVB rays.
Stay in the shade as much as possible.
My younger sister wishes she had skin that tanned as well as mine. But I would not wish for having been born with pale skin like her and others. They burn too easily!

^ Pictures taken in Tungsten (indoor regular lightbulb) lighting sometimes make me look PINK!!! (especially my face) lmao. It must have something to do with my freckles.

I would say I still love using the whole peroxide and lemon juice thing. I even keep it in a bottle on my bureau so I can use it whenever.
Plus staying inside and using sunblock works as well.

I found some sunscreen last night at Wal-Mart that I thought would work great. It is pretty good, but I may exchange it for something else. I can't remember the brand... it's one of those pretty well-known, but it's SPF 50, and it's supposed to go on light and non-greasy. It is a lot lighter than most, but it's still slightly shiny on my skin. The one thing I do REALLY like about it is it SMELLS GOOD - not like regular sunscreen.
I also tried a lemon & honey mixture on my face and arms last night. It did work pretty well, but my arms especially are still very pink from all the driving I do (I commute) - the sun comes in through the car windows. I guess it takes doing it frequently to see more dramatic results. I think it did a better job on my face than on my arms.

Get sunscreen with either zinc or titanium in it, since it blocks the sun quite a bit more than regular suntan lotion (which is what we call sunscreen in my part of the U.S.) and also looks white. Don't go into the sun or under fluorescent lights without it on. Also cover up your body with a long clothes, a hat, and sunglasses if it isn't too hot outside to do that, but do that when it's cold out. If you want to, whenever you go outside, stay under an umbrella made out of a thick material, preferably in black since it blocks the most sun. None of that rubber-latex like stuff or white, since it lets the most sun seep in. The umbrella's also handy if a sudden rainstorm occurs. I also learned that in the South of the U.S., the girls there used to bleach their freckles with buttermilk and lemon juice, which isn't harmful to your skin. But avoid some of these if your allergic to any of them--would you rather have Liv Tyler pale skin or a red rash and hives?

i hear this works:
1. cut a lemon in half .
2. rub the juice from one half on your face.
3. leave it on for around 15 min.
4. wash off.
i know it burns a bit but i hear it is excellent for your skin

I'm naturally pale too but DAMN! my brother and sister turn so dark in summer.
Then again, I do spend most of my time avoiding the sun and wearing sunblock in winter. I don't like being tanned >_<!
Good tip, if you have dark hair like I do, shaving/waxing your arms makes you look paler. Ah ha! Clever yes!?

I use coty powder to look paler. All over my face and neck. Muted beige (a butt load lighter that the name desicrbes it. it is VERY pale) for an extremely pale flesh tone or in Naturelle for that unwordly whiteness with just a hint of color. It has a little bit of color so it isn't geisha white  but still very white, make sense?

Oh! Also, don't try to lighten your skin with foundation too much. Too light and it will go on streaky. Use a foundation that is one or two shades paler and then use a light powder to pale yourself out. And don't forget your neck...and chest if your outfits demands it, lol.

I am fairly pale too and I have under eye circles. I look like a heroin addict at times, lol. I just cover them with makeup and all is well.

Also, hair color can really effect how pale you look. Darker or brighter hair makes you look that much paler. I dyed my hair copper red the other day and I look a good two shades paler now when you look at my face than I did before.

Yes, apricot scrub does wonders for not only the shade, but for the quality of the skin. I use a stronger sunscreen though.
I just flexed my hand and realized that the skin around my knuckle is so pale, I can practically see the bone. It's a bit creepy.

How can you get paler skin if you have a light tan since birth?

I find equal parts lemon juice and hydrogen peroxide applied to one's skin works, but that's only if you don't mind actually bleaching your skin.
Sunscreen might work too. Or a parasol.

I can trace my veins all the way up my legs, my hands and arms, and across my chest.. it's like I am see-through. *is incredibly pleased*
It takes a great deal of effort to stay pale because of my native American heritage. The Irish and Scottish makes me pale, but the Native American makes me tan SO easily.

I'm pretty see-through too. It's a little odd looking in bright light, but my eyes and hair stand out really well against it.

I can see veins all over me, but I think that's at least partly cuz I'm a twig.
When I went camping this summer, I was swimming at one point, and my legs had a sickly greenish tinge under the water, but out of the water, they were a beautiful fishbelly white. I just wish my whole body was that pale *pouts*
