I was thinking this as I read it too.
Seems to me it's not a cyborg in the traditional sense, since a cyborg would be in full control of its mechanical additions.

I wouldnt really call the terminator a cyborg. A cyborg is a living organism enhanced by cybernetic implants, not a cyborg with organic implants.
