If the average person knew to what each school shooter actually listened, perhaps there would be no issue, but this is a matter of rep, not reality.
Moreover, even though metal does harbor the stigma of 'violent devil music', this is more related to fashion than it is to sound-- the big boots, trench coats, and black clothes metallers often favor will always be thought of as Columbine chic.

It's pretty well documented what most of them listened to, music has always been a point of contention whenever it's not the vanilla flavors of the mainstream.
As far as your second point goes, sure. I consider that sort of thing a sad truism, though. I'll never understand what connection music has with a dress code.
