I know you were referring to that bit, and I was just trying to clarify the fact that it is simply a poorly-worded sentance.

"disadvantaged home environment, residence in a county with low socioeconomic status, and households run by one parent."

These are the things that he/she/it is listing as factors where the name can play a contributing role.
