I disagree. It used to be common practice for some cultures to sacrifice people to invisible beings in the sky. Now those cultures simply obsess over soccer. We've grown more intelligent, if by only slightly.

I would congecture that the Internet has had a positive effect (overall) on my "intelligence".
I've been arguing on different web forums since I was seventeen, and you can actually chart my maturity via various posts I've made over the years.
Slowly, I changed from a naive young Republican, to an even more naive libertarian, to a (somewhat) mature atheist liberal.
I don't mean to confuse political standing with "intelligence", but in alot of ways the Internet forced me to become a more critical thinker and expanded my horizons because people were more confrontational with me than they would be irl.
Basically, learning to argue in a vacum where context is somewhat irrelevant, and only ideas themselves have value has helped me to re-examine my stances and prejudices, and purge from them rhetoric and emotion.

The internet becomes an extension of our minds. If we use it stupidly, such as online gambling and online psychic readings, it enhances our folly (unless these are used purely for entertainment, my issue is with those who take it seriously). If we use it wisely it enriches our lives.
Being middle aged I find that Gnet for example helps me to keep in sync (well, almost) with the current generations, to enjoy the new music and art of younger people, and to learn their opinions and thoughts. I can also of course learn much about past wisdom; I learned about Samuel Johnson and Oscar Wilde online.
People gravitate towards those parts of the internet strata that their minds can handle, and remember: the majority of the population is not as intelligent as the average long term Gnetter. Unfortunately this explains why there are so many porn sites. The masses are asses, or should I say, the masses are after asses.

Pretty much this, except I was, thankfully, never a libertarian. I've been using forums since I was 11, and interacting with adults is like a really rigorous mental hazing. Plus whenever I come across something I don't know the resources to learn about it are right in front of me.

Same here, although I'm more of a moderate liberal ... and I would spell conjecture, "a lot" and vacuum right!
