Well Solumina, I actually have something in my family where my veins will roll away when "attacked."
One time when they had to draw blood at the doctor's office, she had to send me to the blood bank.
And it still took them two different people to find someone able to catch one of my veins.
And then when they draw out the needle, a vein will roll in under the mark <.<
So, it could be. I never tried slicing my arm up with a razor blade though..
