Oh, and to the original poster: You are now tangling horns with some of the people most likely to decry real statements of racial intolerance when they are posted here. You can do what you like, but it looks like a waste of energy and a means of alienating potential allies you might want on your side in the future.
On the other hand, this IS only an internet forum (and one dedicated to a rather narrowly defined subculture at that) where anonymous people portray caricatures of themselves. So statements made here don't quite carry the same weight as in real life ... or even on forums where people stand behind their real names.

Alan rightly has Vin's statements highlighted in his signature because she is a racist, has made blatantly racist statements (like the ones in his signature, which you agree are racist) and she denies that anything she's said is racist. Jethro, I'm not supporting criticism of people who are conversing in English as a second language. Many people here do so. Sometimes we have to work a little to overcome misunderstandings that arise due to cultural differences.
But you have to know if you're a strong enough swimmer before you jump into the deep end of the swimming pool. Having an opinion isn't the problem. Wanting to express it is not the problem. Wanting to express it in an English speaking forum with broken English that is so bad it makes you hard to understand - that is the problem.
I speak conversational Spanish fairly well. It got me everywhere I needed to go when I traveled to Tenerife. But I know better that to jump into a Spanish speaking forum and criticize someone's political views or debate their tastes in music. It would be arrogant to do so with my current skill level, especially if I insisted they make allowances for me because it's not my native language. So I won't do that unless I polish up my Spanish skills a bit.
Don't apologize for having an opinion. Don't apologize over whatever your intelligence level may be. Do work on improving your English.

Interesting question. If they do, and I have trouble understanding them on a regular basis (and lots of people here have expressed difficulty in understanding Jethro), and I tell them that their English is so bad that they are hard to understand, that seems fair. And frankly, there can be more than one explanation for people posting in broken English.
Are you asking because you don't think it's important to understand them or because you think it should be easy to ignore them or because the fact that they're communicating but we are not understanding them should not be a source of frustration?
