If it ends in a question mark, isn't it a question?

but if you answer with a question, doesn't it make it an answer as well?

Can it be both an answer and a question?
Does this make you wonder?

Why does that strike me as a rather forced question?

Why don't Americans write the inverse exclamation marks?

Don't the inverted exclamation and question marks help to indicate what type of sentence one should read it as before one reads it, so they can read it properly?

Perhaps.. I guess if the language requires that form of indication it's welcome to use whatever method is so chooses... but as for the english language, (and the fact that I can see the mark at the end of the sentence) why would a repeated and inverted mark at the begining of a sentence make any difference?

On English boards it's normally under special characters, right?
Do you have a spanish keyboard or something?

Are you allowed to turn statements into questions by adding the rhetorical flourish 'right' at the end? Isn't that cheating?

Why would it be? Is it not turning it into a question?
