random shirt: help!

so here's the situation. i went to savers (local thrift shop) and picked up what i always pick up. random t-shirts. and i got a pair of corduroy pants.

anyway, one of the t-shirts has had the tag cut out and i really want to know the brand. the reason i care so much is because i really like the t-shirt and it is so random i suspect there's something behind it.

it is a tan t-shirt with 3 panels on the front. each panel has the same picture of a strange looking man with some kind of comb over. i have no idea who he is, which is half the problem.

in the first panel he's saying "air traffic control is hard..." in the second panel he isn't saying anything. in the third panel he's saying "its harder if you're stupid."

does anyone have any clue as to what this might be? i'd really appreciate any information as to the brand or who the guy might be.

but yeah, i googled the quote and didn't come up with anything. i'll try getting a pic sometime.
