It's not a movie at all, yet. That clip is a 10 minute (8.43 to be precise) made by the director to try and sell the idea to a studio. There is no script completed yet, and no actors actually signed on for the project.
Right now the director (who is relatively unknown) is trying to get a studio to pick up the project and did this clip to show his vision for a new film.
I think it looks brilliant. Yer man has decided to do what is needed and start over, pretending like the first two bombs never happened and make a whole new movie.
In an interview I read he said he is going to push for the highest rating he can get - he wants it to be an adult film with adult themes and violence on the scale of a Tarintino film, not some kids film like they did with the first two.
