I think its somewhat selfish and vindictive on wife's part. As long as he's legally married to her, he can't marry this gf should he wish to.
If she really loved him, she'd let him go. If she really loved herself, she'd sign the papers and get on with her own life. IMO

I actually question the guy's sanity here. I figure the wife approached this like the lottery and decided to take a life-time of continual payments instead of taking the one-time lump-sum.
