I think it depends on the context. If you're editing someone's paper for them and you say, "Sorry, kiddo, but your T.S. really needs work," that's definitely constructive criticism.
It gets a little trickier when you get into things like personal appearance, families, or other things you can't change. THEN I think it's only constructive criticism if you a) know the person well and b) phrase it right. For example: "Honey, I'm really worried about your health, I think you'd feel so much better if you lost some weight" - constructive criticism. "Hey, girl I met five minutes ago, your ass is bigger than your head, why don't you lose some weight?" - insult.
Okay, this is a very obvious post.
