Lots of practice.
(No, really, that part's true.) What you're looking at in those photos is about three layers of makeup mixed and applied to the point where they are almost opaque.
Also, I did blue because not only is it one of my favorite colors, but it's one of the colors that I use to balance out the "zombie effect" (graying of the skin) that occurs with a cosmetic ethnicity change. I can do a few other colors, but most of them have a hint of blue in them.
I'll probably venture towards other colors when I figure out the balance of color to do them, but I'm still working on face-reshaping right now.
