Oogie Boogie, because he has a deep jazzy signing voice, and tortures his victims in a psychotic fusion of a casino and a torture chamber. Also he's full of bugs and has a snake for a tongue.
Then there's Gruntilda, the witch from Banjo-Kazooie. Throughout the game she constantly belts out hilarious and sarcastic one-liners, all strangely in rhyme. Her cackle is awesome.
And not to be too dependent on Burton, but Betelgeuse also kicks ass.
If I could list my own characters as villains, I'd have a winning hand.

I like that hypnotist villain from OnePiece. I think his name is Jango or something. He always puts himself to sleep...

He was a community-minded villain, with a soft spot for a whore, it's true. But an undeniable bastard. He made that series what it was IMO.
