Right, because by saying "it takes one to know one", the person in question is saying, "yes, I am a gaping cunt filled with sewage, as are you." It doesn't negate shit, even when used in the right context.
To summarize, you are correct: one cannot use this phrase in the aforementioned (or any) context without sounding like a yawning void of trash.
