Honestly, if they can keep them in good, spacious conditions and keep healthy/happy, it might be highly beneficial for the inmates and employees alike. My psychologist - unbeknownst to me - has "therapy cats" who she brings in to cuddle with PTSD sufferers. Apparently, it lowers your blood pressure and heart rate while elevating one's mood. I don't have a cat and she was under some strange impression that I was allergic to them, but I LOVE cats and do not share my residence with one. It really
