Simple advice
Hey, I'm not much of a party person.
However, I want through a party for my twenty first birthday. Sadly, my family might not have enough money to have one.
I'm trying to get ideas from friends to see if it could be like some sort Pot luck, B.Y.O.B. type of thing.
if you like around the Los Angeles country area you guys are more than free to come if there is a party. Just bring whatever music you like or games!

I don't drink. :P I'm not a fan of alcohol. Ha ha ha.
I just want to meet new people.
I did this two years ago and I was surprised at the people who came
It's Just a get together.
I was hoping for a costume party.

i thought it was mandatory that on the twenty-first birthday the birthday person is supposed to be wasted by the end of the night. jk
Well, goodluck with the party.
Side note: i had a friend in high school that we named Faye Monkey. Over fifteen years later he's still Faye Monkey. i was reminded of that when i noticed that you're Fae Wolf. lol

If you want to have the whole sha-bang and rent out some venue and have people come.
I had mine recently and just went over to a friends house, got somewhat trashed and wandered into town with my friends and hit town. Was a perfectly fine evening.
You don't necessarily have to stick to the traditional 21st birthday party, just make the party your own. Get a Pinyata or something and celebrate it the best way: Bashing the crap out of something and being rewarded with lollies.
I remember reading or hearing that somewhere...

Since not all parties are pot luck, some parties have all the food provided solely by the host. The host would need to buy the food.

Correct answer would be 'some do'
But as Tam said, a potluck doesn't cost the party anything, only to each of the particulars. But there's no reason to except potlucks; that wasn't needed anywhere in my question.

Themed costume parties can be lots of fun. Booze is a bit expensive, but if you play your cards right and have the party at home, that could potentially be your main cost. You could always go out and do karaoke or somesuch. Especially if drinking is involved. Just be sure to have a camera on hand for plenty of blackmail material on your friends later. That will also keep them from posting embarassing pictures of you on their Myspace or Facebook pages.
I think one of the most entertaining parties I've attended recently though was a Halloween party I went to. The hostess had us play a game to see which team could wrap another pre-selected member of their team in saran wrap first. Losing team's wrapee got flogged. Don't know if you were going for *that* kind of party though.

On my 21st birthday I got a bottle of SoCo 100 from a drag queen and spent the night in the Alibi, down in San Diego. I'm not much a party person, so that was perfect for me.
